Not sure what have you installed or what procedure have you applied: automated or manual installation.
I posted the process I use: HOWTO Manually Install Primstar on Windows have tested in Windows XP/7 32bit and got two kind folks who helped me out testing the process on Windows 7 64bit and it perfectly worked using exactly the same process and same installers/files.
If it's not harm to you give it a try, there are the links and the names of the archives you need to install. The right files the right way.
